How it works
- Fill in the templates. One row per invoice or bill, with the customer’s or supplier’s TIN, registered name and address (the street, then a comma, then the city), the VAT-inclusive gross amount and the VAT category: vatable, exempt, zero-rated or not subject.
- Add them and choose the quarter. Add the workbooks, enter your details as registered with BIR, say that you are VAT-registered, and choose the quarter. For each supplier, say whether its vatable purchases are services, capital goods or other goods: the tool does not guess.
- Download and validate in RELIEF. Download the worksheets and the DAT files, then validate each DAT file in BIR’s RELIEF module before you submit it.
What it makes for the SLSP
Summary List of Sales and Summary List of Purchases worksheets
One line per customer or supplier for the quarter, split into exempt, zero-rated and taxable amounts, for checking against your records.
RELIEF DAT files, month by month
A sales DAT file and a purchases DAT file for each month of the quarter, one line per customer or supplier. Not-subject amounts are reported in the Exempt column, and all input VAT is reported as creditable: change it in RELIEF if some is not.
Questions
What is the SLSP?
The Summary List of Sales and Purchases lists a VAT-registered taxpayer’s sales and purchases for the quarter, one line per customer or supplier, with their TINs and the exempt, zero-rated and taxable amounts. BIR receives it as data files in the layout of its RELIEF module.
Who files it, and when is it due?
It is generally submitted by VAT-registered taxpayers, by the 25th day of the month after each quarter, the same day as the 2550Q. Whether you must submit it, and the date that applies to you, are yours to confirm with your RDO.
Why one DAT file for each month?
RELIEF works by transaction month: you choose the month and year, and Sales or Purchases, when you validate a file. So the tool makes a sales file and a purchases file for each month of the quarter.
How do I validate the files in RELIEF?
Open BIR’s RELIEF module, choose your TIN, the transaction month and year, and Sales or Purchases, then select the DAT file and validate it. Keep the validation report. If it lists errors, correct your workbook, make the files again and validate again.
What does RELIEF need from each row?
The customer’s or supplier’s TIN of at least nine digits, the registered name, and the address, with a comma before the city so the street and the city go in RELIEF’s separate fields. The tool lists every customer or supplier that is missing one, and holds that month’s file back until it is fixed.
What if I am not VAT-registered?
The DAT files are made only when you say you are VAT-registered. If you are not, the tool still makes the summary list worksheets and the journal working copies.
Is my file uploaded?
No. Your files are read and the outputs are made in your browser, on your device. The page’s Content Security Policy blocks it from sending your files or details to any server. It only counts that the tool was opened or used, with nothing that identifies you and none of your files’ contents. Nothing is kept once you close or clear the page.
Will BIR accept the files?
BIR has not reviewed, accepted or approved this tool or its files. A file marked Ready has passed only the tool’s own checks, which are not BIR’s validation. Review every figure and validate every DAT file with BIR’s modules before you submit it.
