How it works
- Fill in the templates. Download the Sales and Purchases templates and fill in one row per invoice or bill: date, invoice number, TIN, name, address, the VAT-inclusive gross amount and the VAT category, plus the ATC and EWT rate for purchases with tax withheld. Your own workbook works too if it uses the same headings.
- Add your workbooks and details. Add one or both files, enter your details as registered with BIR, and choose a quarter or a whole year. The tool lists any row it cannot use and what to fix.
- Download, review and validate. Download the files one by one or as a ZIP. Review every figure, and validate each DAT file with BIR’s official modules before you submit it.
What it makes
Summary List of Sales and Purchases (SLSP) for RELIEF
For a quarter: a summary list worksheet of sales per customer and of purchases per supplier, and a RELIEF DAT file of sales and of purchases for each month. The DAT files are made for VAT-registered taxpayers. Open the SLSP DAT generator.
QAP for BIR Form 1601-EQ
For a quarter: a worksheet of each payee and ATC with the income paid and the tax withheld, and the Quarterly Alphalist of Payees DAT file (schedule 1). Open the QAP DAT generator.
1604-E alphalist
For a whole year: the payees worksheet and the alphalist DAT file of payees whose income had tax withheld (schedule 3). Open the 1604-E DAT generator.
Sales and purchase journal working copies
Every sale or purchase in date order with VAT, withholding and totals, in the BIR columnar layout. They are working copies of your spreadsheet, not registered books of accounts.
2550Q VAT worksheet
Output VAT, input VAT and the difference for the quarter, for VAT-registered taxpayers. It is a worksheet, not BIR Form 2550Q: carried-over input VAT and other adjustments are not in it.
Questions
What is a DAT file?
A DAT file is a plain-text data file in a layout BIR sets. BIR’s RELIEF module reads the summary lists of sales and purchases as DAT files, and its Alphalist Data Entry and Validation Module reads alphalists such as the QAP and the 1604-E. This tool writes those files from the rows in your Excel workbooks.
How do I validate the DAT files?
With BIR’s official modules. For the summary lists, open RELIEF, choose your TIN, the transaction month and year, and Sales or Purchases, then select the DAT file. For the QAP and the 1604-E, open the Alphalist Data Entry and Validation Module, choose the form and the return period, then validate. Keep each validation report, and correct your workbook before you make the files again.
What Excel layout does it need?
The tool’s Sales and Purchases templates: one row per invoice or bill, under a heading row in the first ten rows. Your own workbook works too if its first worksheet uses the same headings: Date, Invoice No, TIN, Customer or Supplier, Address, Gross Amount and VAT Category, and ATC and EWT % for purchases. Date and Gross Amount are required on every row. It reads .xlsx, .xls and CSV files of up to 5,000 rows.
Is my file uploaded?
No. Your files are read and the outputs are made in your browser, on your device. The page’s Content Security Policy blocks it from sending your files or details to any server. It only counts that the tool was opened or used, with nothing that identifies you and none of your files’ contents. Nothing is kept once you close or clear the page.
Is it free?
Yes. There is no account, no sign-in and no payment. The tool is provided as is, under the Free Tool Terms of Use.
Can I use the journals as my books of accounts?
Not as they are. The journals are working copies of your spreadsheet rows, not books of accounts. Books of accounts are registered with your Revenue District Office (RDO), such as manual books or loose-leaf books printed under BIR’s permit. BIR does not accredit or approve accounting software. If you want to use pages like these as books, register them with your RDO first, under the rules that apply to you.
Will BIR accept the files?
BIR has not reviewed, accepted or approved this tool or its files. A file marked Ready has passed only the tool’s own checks, which are not BIR’s validation. Review every figure and validate every DAT file with BIR’s modules before you submit it.
Does it file my returns?
No. It makes worksheets and DAT files. Filing your returns, submitting attachments and paying your taxes stay with you, through the channels BIR prescribes.
