Make your QAP file

This page opens the tool on the QAP: once the files are made, it comes first. The tool still makes the other files for the quarter too.

This tool runs in your browser and needs JavaScript; nothing is uploaded. Turn JavaScript on for this page to use it.

How it works

  1. Fill in the Purchases template. One row per bill, with the supplier’s TIN, registered name and address, the VAT-inclusive gross amount and the VAT category, the ATC (such as WC158) and the EWT rate.
  2. Add it and choose the quarter. Add the workbook, enter your details as registered with BIR, and choose the quarter. The tool takes VAT out of vatable amounts and applies each row’s EWT rate to the rest.
  3. Download and validate. Download the QAP worksheet and DAT file, and validate the DAT file in BIR’s Alphalist Data Entry and Validation Module before you submit it with your 1601-EQ.

What it makes for the QAP

QAP payees worksheet

Each payee and ATC with the income paid and the tax withheld in the quarter, for checking against your records and the 2307s you issue.

QAP DAT file for the 1601-EQ (schedule 1)

Payees whose income had tax withheld, combined per payee, ATC and rate, as BIR’s Alphalist module does. Rows with an ATC but no EWT rate are left out, and the tool says how many.

Questions

What is the QAP?

The Quarterly Alphalist of Payees lists the payees you withheld expanded withholding tax from in the quarter, with their TINs, ATCs, the income paid and the tax withheld. It goes with BIR Form 1601-EQ, the quarterly expanded withholding return.

When is it due?

Generally with the 1601-EQ, by the last day of the month after each quarter. Confirm the date that applies to you with your RDO.

How do I validate the QAP DAT file?

Open BIR’s Alphalist Data Entry and Validation Module, choose the QAP and the return period, then select the DAT file and validate it. Keep the validation report. If it lists errors, correct your workbook, make the file again and validate again.

What columns does it need?

Date and Gross Amount on every row and, for the QAP, the supplier’s TIN and name, the ATC (two letters and three digits, such as WC158) and the EWT rate. The VAT Category tells the tool whether to take VAT out before applying the rate.

Does it include payees not subject to withholding?

No. It makes schedule 1, for payees whose income had tax withheld. Payees exempt from withholding go in a separate schedule that this tool does not make.

Does it prepare the 1601-EQ itself?

No. It makes the QAP worksheet and DAT file. The 1601-EQ return is prepared and filed separately, through the channels BIR prescribes.

Is my file uploaded?

No. Your files are read and the outputs are made in your browser, on your device. The page’s Content Security Policy blocks it from sending your files or details to any server. It only counts that the tool was opened or used, with nothing that identifies you and none of your files’ contents. Nothing is kept once you close or clear the page.

Will BIR accept the file?

BIR has not reviewed, accepted or approved this tool or its files. A file marked Ready has passed only the tool’s own checks, which are not BIR’s validation. Review every figure and validate every DAT file with BIR’s modules before you submit it.
